Social Benefit Supplier Policy
Purpose
Better Process Solutions (Vic). (BPSV) integrates social value into all procurement and delivery activities to strengthen community outcomes across Victoria. This policy ensures that purchasing decisions support employment, inclusion, sustainability, and local economic participation.
Intent
BPSV prioritises suppliers who deliver measurable social benefit. Our intent is to:
Direct procurement spend toward social enterprises, Aboriginal‑owned businesses, disability enterprises, and local SMEs.
Embed social value as a core evaluation criterion in sourcing and contract management.
Align with the Victorian Government Social Procurement Framework and local government procurement principles.
Ensure transparency, accountability, and measurable community outcomes.
Definition of Social Benefit Suppliers
Suppliers that create positive social, economic, or environmental outcomes, including:
Certified social enterprises.
Aboriginal‑owned businesses.
Disability and supported employment providers.
Local SMEs contributing to workforce inclusion.
Environmentally responsible suppliers with demonstrable sustainability practices.
Objectives
Where able, BPSV will engage with Social Benefit Suppliers to:
Increase procurement spend with Social Benefit Suppliers.
Apply social benefit weighting in evaluations above defined thresholds.
Strengthen local supply chains and support capability-building.
Monitor and report social value outcomes across all relevant contracts.
Procurement Requirements
To meet the of Social Benefit Suppliers Policy, BPSV will:
Ensure all sourcing activities must include a Social Benefit Assessment.
Consider both commercial value and social value in all evaluations.
Ensure that social benefit commitments are documented in contracts and delivery plans.
Ensure that all Suppliers meet ethical sourcing, modern slavery, and fair labour standards.
Supplier Expectations
BPSV requires the following from suppliers as part of the evaluation process and any ongoing engagement with any supplier :
Provide evidence of social impact or certification.
Report on agreed social benefit metrics.
Maintain ethical and compliant business practices.
Collaborate with BPSV to maximise community outcomes.
Measurement & Reporting
BPSV measures outcomes such as employment for disadvantaged cohorts, training delivered, local economic participation, environmental improvements, and community contributions. Reporting occurs through project dashboards, stage reports, and annual summaries.
Governance
Procurement Leads ensure compliance, Project Managers embed commitments into delivery, and Executive Sponsors oversee alignment with BPSV’s strategic objectives. The policy is reviewed annually.
